Could this be a Revolution?

Anybody from Cebu would be familiar with this picture, I suppose. I keep seeing this painted picture anywhere along the streets of the city. It's painted on the walls on the highways so many
people could see it. What could it be for? What do they want to imply?
The picture for me speaks a lot of thought provoking issues. The person covered with some kind of a "bandana" looks like the Philippines National Hero Jose P. Rizal. The print on the bandana is
pretty much stylish and very youthful. The eyes are fierce and the image looks very strong.
I figured, could this be a sign? Could this be something "political" with regards to the current Philippine Economy Crisis? Who could be the person or group of people behind this?
Does this mean that the youth today are already oppressed from freedom?
It's time to open our eyes and minds, people!
